I am not from the north, but from Moscow, but I have been to such places many times. What is an "urban-type settlement" in the Russian classification? It is not a city, but not a village either, it is a settlement specialized for certain activities for 1000-3000 inhabitants. If a military unit is located in the north, it is necessarily attached to the urban-type settlement with infrastructure, where families of servicemen live, another example - near Moscow there is an urban-type settlement Ateptsevo, most of its existence is devoted to the Elinar chicken factory, which supplies a third of the European part of Russia with chicken. A good urban settlement should have its own school, kindergarten, its own clinic, its own stores, independent electricity and sewage infrastructure, its own Russian post office to interact with online stores - all of these things are available in most Russian settlements as basic things. A very good village should also have its own cafe, a branch of two or three internet providers, maybe even a park, its own farms and indoor sports facilities (like a soccer stadium), commieblocks do not have paint falling off, and are also painted in pastel colors (light blue, dark orange, light yellow) rather than bright pink, or bright yellow. The election of the new head of the urban-type settlement shall be carried out democratically. And as for the answer to your question: the life of people there is not much different from the life in other urban-type settlements, but extreme conditions and threats to human beings bring additional moments in the life activity, which require responsibility.

It shocked me that some of the settlements look very nice. I expected total mordor, but strangely, no.
For example, not far from notorious Norilsk, is a nice, coloured small town.
It seems to me that if region or town has any prospects it will look acceptable or nice, and if it doesn't, it will be desolate shit with only drunkards living there.

Absolutely correct opinion. Prosperity is built on prospects and benefits for the economy of a country or region. Theoretically, every settlement has prospects, there are no reference African holes in Russia because it violates a bunch of internal laws, the absolute majority of small towns have an acceptable standard of living, but to become a real paradise on earth, such a microcity needs to get in line because of the peculiarities of infrastructure and logistics development. In Russia, natural resources for processing are not evenly distributed over the territory, but densely concentrated in certain areas, which makes some republics very rich, and some - barren deserts that sit on subsidies for decades to bring some economic benefit in the future.
