Hi Germans, I know your country is very strict about downloading illegal content. You may receive a letter and an invitation to court if you use a torrent or illegal streaming service.
What about downloading a file from the Telegram messenger? I bought a retro console and wanted to put some PS1-roms in it. Can the internet service provider identify what was downloaded?

I'm not 100% certain but I would assume it comes down to using torrents. Big flaw of torrent protocol is that after you start downloading a torrent you can see ip addresses of other users who are downloading or seeding it. Other protocols like amule also have that weakness but are much less popular so probably are not a target. You have to read on specifics but I'm pretty sure that Telegram transfers data from the server and ISP or anyone else can't see information on the contents.
If you really need to use torrents you're pretty safe using either vpn or seedbox. dc++ is also a protip if someone shares those specific files. There are lots and lots of dc++ servers in russia btw. It's kinda funny actually, by the files available I think emule is like italian spanish thing as of late, no idea how it looked in the past.

This makes you more anonymous, but reduces the number of peers available to you. You can use a special anonymous torrent client and a paid VPN (for speed) in combination. There are VPN-services specializing just on torrent-traffic. Although, this is not guaranteed to get you out of trouble with the law.

As for Telegram, it has encrypted traffic within itself, FPV operators in one known conflict use it as an analog to encrypted communication in some isolated cases, but I would encourage you to look into the mechanism for downloading files from Telegram. My understanding is that it first downloads them to its encrypted cache on your computer and then puts them in the Telegram Desktop folder in your downloads, but I'm not 100% sure about that.

governments are bunch of criminals that don't actually care about the law. all they need to do is they can ask some private company to do the work for them, or another government (read about five eyes and other such jewmerican bullshit)
