Not really.
This comes from Russian Empire naming people with turkic languages as "[place] tatars". For example, Azerbaijani were "Transcaucasian Tatars", while their closer relatives are in Iran.
Tatars of Volga are mix of various local people (Volga bulgars etc)) and people of Golden Horde. Crimea tatars are mix of steppe nomads coming to Crimea in many waves. Though they probably share some part of ancestors, it is not strong connection.
It does not stop Tatarstan from offering patronage to crimean tatars in various ways.

Not anymore they don't. Use to me monolithic. Tatars are turks that came with mongols, they were pretty diverse bunch before and thousand years of separation didn't brought them any closer genetically speaking. You xan still identify them, but it's not like ukrainian and russian level of closeness.
